연립 빌라 다세대주택 소유자 아파트청약 무주택 인정 확대

  "전세사기"사태로 빌라,연립주택시장이 초토화 되고 있는 와중에 빌라매매시장을 촉진시키는 정책일환으로 일정기준조건의  연립,단독,다세대등  비아파트 소유자가  청약시에 불이익이 없도록 청약시 무주택자로 인정하는 비아파트 요건 확대를 시행했다. 다세대 기사에 나온 예를 들면  서울에  사는 4인 가족의 세대주인 홍길동씨(48)는 7년 전 보유 빌라(다세대주택)를 처분한 뒤 전세로 거주하면서 인근에 신규 아파트가 나오면 청약에 도전하고 있지만 가점제로 인해 당첨이 쉽지 않은 형편이었다. 청약 가점제상 무주택기간은 15년 이상일 때 만점(32점)이 주어지는데, 홍길동씨는 무주택 기간이 빌라 매각 이후 ‘7년 이상 ~8 년 이하’(16점)만 인정됐기 때문이다. 그러나 최근 무주택으로 인정해주는 비아파트의 규모·가액 기준이 대폭 확대되면서 상황이 바뀌었다. 홍길동씨가 7년 전 처분했던 빌라의 당시 공시가격은 3억원 수준이었기에, 이번 제도 개선으로 해당 빌라 보유 기간이 무주택 기간으로 바뀐 것이다. 정부가 지난해 ‘8·8 주택공급 대책’ 때 발표하고 관련 규칙 개정을 거쳐 최근 시행에 들어간 ‘무주택 인정 비아파트 요건’ 대폭 완화 조처가 새해 수도권 아파트 청약시장과 빌라 시장에 끼칠 영향이 주목된다.  청약 때 무주택으로 인정하는 비아파트 요건 확대를 뼈대로 한 ‘주택공급에 관한 규칙’ 개정안이 24년12월18일 공포·시행에 들어간 뒤 서울에서도 곧 실제 적용을 앞두고 있다. 지난달 중순 이후 신규 분양이 없었던 서울에서는 이달 중 입주자 모집공고를 하는 단지부터 새 규정이 적용된다. 아파트청약 개선안은 단독·다가구주택, 연립·다세대주택, 도시형 생활주택 등 ‘비아파트 주택’ 소유자가 아파트를 청약할 때 불이익이 없도록 청약 시 무주택으로 인정하는 비아파트 범위를 대폭 확대했다. 종전에는 그 기준이 전용면적 60㎡ 이하, 수도권은 공시가격 1억6천만원 이하(지방 1억원)이었는데,...
